JACL History
Organizational Background:
The Japanese American Citizens League, the nation’s oldest and largest Asian American civil rights organization, was founded in 1929 to address issues of discrimination targeted specifically at persons of Japanese ancestry residing in the United States.
During WWII, the JACL served as an important liaison between the U.S. Government and the Japanese American community. The JACL argued and eventually was important in the formation of the justly-famous 442nd Regimental Combat team, comprised of Japanese Americans.
Following the war, the JACL began a long series of legislative efforts to win back the rights of Japanese Americans. In 1946, the JACL embarked on a hard-fought campaign to repeal California’s Alien Land Law, which, enacted in the early years of the century, prohibited all Japanese aliens (i.e., immigrants) from purchasing and owning land in the state. In 1948, the JACL helped found the Leadership Conference on Civil Rights and, in the same year, succeeded in gaining passage of the Evacuation Claims Act, the first of a series of efforts to rectify the losses and injustices of the WWII internment. In 1949, the JACL initiated efforts in the U.S. Congress to gain the right of Japanese immigrants to become naturalized citizens of the U.S., a right denied to them for over fifty years. The 1951 Walter-McCarren Act allowed Issei immigrants to become naturalized citizens.
In the early 1970s the JACL began a new campaign, an effort to obtain redress for the Japanese Americans who were interned by the U.S. Government during WWII. The campaign became more serious in 1976 when the JACL formed the National Committee for Redress (NCR) at its Biennial National Convention. In 1980, JACL-sponsored legislation to create a federal investigative commission was approved by the Congress and signed by President Carter. The Commission on Wartime Relocation and Internment of Civilians (CWRIC) was established to investigate the circumstances surrounding the WWII internment and provide its findings to the Congress and the president. The commission’s report in 1982 found that the government’s actions were unjustified and unconstitutional. Based on the recommendations in the CWRIC’s report the JACL sought legislation calling for monetary redress and a presidential apology. Although it took several attempts at legislation, the campaign was eventually successful. In 1988 Congress passed HR-442, also known as the Civil Liberties Act of 1988, which provided monetary compensation and a formal apology to the victims of the WWII internment.

Scope and Content Note:
This collection consists of the administrative files of the Japanese American Citizens League (JACL). The collection is arranged in seventeen series, arranged alphabetically. It contains correspondence, memoranda, convention programs, notes, awards, audio tapes, pamphlets, newspapers, photos, reports, and printed materials. These records serve to document the activities of the JACL from its inception through the mid-1990s. They also serve to illustrate some of the civil rights issues addressed by the JACL during that period.
Arrangement Note:
This collection was arranged primarily at the series level, with little arrangement within the series. All materials were rehoused and relabeled, but in most cases the original order of the files, as received from the JACL, was maintained. The two large exceptions for this are Series 5: Camp Newsletters, and Series 8: Conventions. These two series were fully rearranged for ease of use.
Series 1: National Files, 1930s-1980s
This series consists of the day-to-day administrative files of the JACL. The files consist of correspondence, receipts, memoranda, budgets and printed materials. They were delivered to the JANL segregated by decade and minimal arrangement, bar refoldering, was done. The boxes generally contain either one decade, such as the 30s, or a mixture, such as the 60s and 70s. Occasionally a box will contain three decades if the folders contain a large number of documents. There is much more material from earlier, i.e. 30s to the 60s, rather than later. The 70s and 80s seem to be particularly sparse. In addition there are a large number of documents from the 30s and the 40s that are in Series 14: The Lim Report.
Series 2: ADC, 1942-1965
This series contains materials relating to the Anti-Discrimination Committee (ADC) of the JACL. The committee was formed to combat discrimination against Japanese Americans. The series consists primarily of correspondence. There is additional ADC material in Series 1: National Files.
Series 3: Alien Land Law, 1923-1967, 1978-1979
This series consists of materials related to various Alien Land Laws in the United States that prevented Issei residents from owning property. The materials consist of correspondence and memoranda, legal materials, copies of state bills, and newspaper clippings.
Series 4: Awards/Education, 1967-1979, 1994-1995
This series contain materials related to the awards given biannually by the JACL to its individual members and its chapters. It also contains materials relating the JACL’s interests in school curriculum, especially as it relates to Japanese American history. The series consists of correspondence, curricula, interviews, applications and printed materials.
Series 5: Camp Newsletters, 1942-1946
This series consists on newsletters published in Japanese American Assembly Centers and Relocation Camps during WWII. The series is arranged with all the newsletters from the Relocation Camps first, then the newsletters from the Assembly Centers. Within these two groupings the newsletters are arranged alphabetically by camp, and then chronologically.
Series 6: Civil Rights, 1948-1949, 1957-1972
This series relates to civil rights important to the JACL. Although the materials begin in 1948, the bulk of the series dates from the late 1960s and early 1970s. The material consists primarily of correspondence and printed materials. Box 29 consists of the files of Raymond Uno, National Civil Rights Chairman for the JACL.
Series 7: Clippings, 1929, 1933-1935, 1941-1943, 1976-1987
This series contains newspaper and magazine clippings relating to Japanese American life, the JACL, and wartime internment and reparations.
Series 8: Conventions, 1929-1994
This series contains materials relating to the National Biennial Conventions of the JACL. It contains programs, notes, correspondence, memoranda and printed materials arranged chronologically.
Series 9: Evacuation Claims, 1946-1960, n.d.
This series deals with materials relating to claims filed by Japanese Americans under the Japanese American Evacuation Claims Act of 1948. The series consists of correspondence, memoranda, receipts, government bills, a play, and fundraising information.
Series 10: Executive Director’s Files, 1946-1990, 1993-1994
This series contains files of materials relating to three different Executive Directors of the JACL: Mas Satow, Ron Wakabayashi, and Randy Senzaki. The series consists primarily of correspondence and memoranda.
Series 11: Immigration and Naturalization, 1936, 1947-1965, n.d.
This series relates to Immigration and Naturalization issues that the JACL with which the JACL was actively involved. This primarily relates to the inability of Issei to become citizens until the passage of the Walter-McCarran Immigration Act of 1952. The series consists of correspondence, copies of bills, lists of names, claims and press releases.
Series 12: JARP, 1961-1973
Series 13: JACL Building, 1972-1977, 1979
This series contains materials relating to the funding and construction of the new JACL National Headquarters building. It contains fundraising information and correspondence.
Series 14: Lim Report, 1935-1945, 1967, 1971-1975, 1978-1980, 1988-1992, n.d.
This series contains materials relating to researcher Deborah Lim’s investigation into the role of the JACL during WWII. This series consists primarily of original correspondence, memoranda and printed materials produced by the National JACL membership during the 30s and 40s. It also contains copies of Lim’s final report.
Series 15: Master Files, 1965-1980
This series contains an alphabetical series of files on varying topics maintained by the National JACL, presumably for later reference. The files are incomplete containing only the letters C and J-N.
Series 16: PR Resources Files, 1924, 1937, 1939, 1941-1942, 1944-1956, 1960-1963, 1965-1968, 1970-1973
This series contains files that were used by the JACL as a public relations reference source. It contains materials that describe the history of Japanese Americans in the United States and has overviews of civil rights issues that affected Japanese Americans. The series contains news clippings, pamphlets and other printed materials.
